4.13 子曰：“能以礼让为国乎1？何有？不能以礼让为国，如礼何？”

孔子说：“能以礼让的原则治国吗？这有什么困难呢？不能以礼让的原则治国，那对礼怎么办呢？”

【English Translation】
Confucius said: “Can a state be governed based on the principle of courtesy? Is it difficult to do so? If a state cannot be governed on the principle of courtesy, what is the meaning of the Rites to the state?”
