2.3 子曰：“道之以政1，齐之以刑2，民免而无耻。道之以德，齐之以礼，有耻且格3。”
【译文】
孔子说：“用政令引导民众，用刑法制约民众，民众虽会免于犯罪，但没有羞耻心。用道德引导民众，用礼教规范民众，民众有羞耻心，而且能自觉归正。”

孔子说：“以政令引领民众，用刑律制约民众，民众虽可免于犯罪，但却缺乏羞耻心。若以道德引领民众，以礼教规范民众，民众则有羞耻心，且能自觉地回归正道。”
【YZG English Translation】
Confucius said: “If civilians are governed by political orders and restricted by criminal laws, they may be restrained from committing crimes. However, by doing so the civilians would lack a sense of shame. If civilians are guided through virtue and regulated with Rites, the civilians would have a sense of shame and then consciously return to be righteous.”
